Mr. Koshmarov was graduated in Psychology with honors from the Moscow State M.V. Lomonossov University. His career started in the Komsomol, and he later became the Chairman of the International Committee of Youth Organizations, the inheritor organization of the USSR Committee of Youth Organizations. He was founder and essential participant in the development of ideologies and organizational work for the establishment of the Movement for Democratic Reforms.
He is also founder and Chairman of the Russian movement "Future Leaders of the New Millennium". Mr. Koshmarov is also a cofounder and member of the Council of Custodians and a Senior Fellow of the Moscow English Club.
He participated in the Constitutional Council of the Russian Federation and was a member of the Council on Youth Activities. He is also author of numerous know-how in the area of public relations, political and electoral techniques.
