Mr. Andrey Bulychev is an independent consultant specializing on the issues of international security, studies of placement of political forces in Russia and lobbying of various projects at legislative and executive branches of power. In 1997 – 2002 he worked as a consultant with UNDP Moscow office. Recently Mr. Bulychev initiated the publications of books of leading foreign consultants in Russian. He is the past President of the EAPC and the IAPC Secretary for Europe.
